Enrollment status of an organization treasury signer.

requested: The admin bound a signing-key address to the wallet from the signer app. Nothing on chain, and the address does not count towards the threshold until a peer validates it.
validated: A signer already on the wallet (or the creator, self-validated) confirmed the address after comparing its fingerprint out of band. Counts towards the deployment threshold.
active: The address is in the on-chain signer set — through the account initializer for the deployment batch, or an operator addSigners call afterwards. It can sign transfers.
failed: The on-chain add failed after its retries. The key still exists, so the recovery is to re-queue the add, never to mint a new key.

A revoked or replaced signer keeps its row for audit: the unique (wallet, user) index only covers the three live statuses.
